The story:
When we first got this, we were a little puzzled as to how the waist fitted. Then we popped it onto Mannequin Molly and it all dawned upon us. :D
It was one of those cute 1940s-style rayon dresses which were worn loose, but fitted and lifted at the waist, leaving fabric loose around the bust. The rest of the skirt just falls in a light, lilting swing.
